i know there are a lot of he told me , i heard this bs around this topic.

here are the facts directly from EPA

first read this PDF on why/how the program was established.

as you get to top of page 6, it says they do not need to participate in the program testing.

If you are concerned, print out the page , high light the part and hand it to the officer if he gives you problem. record it on video if you have to.
