random smog checks?!?

ive heard of people saying they've seen random Highway patrol smog checks before, but i always thought it was just for commercial vehicles. today they had one in Martinez, and they were pulling over all types of cars. toyota camery for one.
1.) have you seen this before, is it becoming more comon
2.) i dont think i could get my car up on their portable trailer
3.) has anyone had to do this
i know the fine for getting caught with no cats use to be $2500 and impounding the car. does anyone know if its more now?

There is a very long thread on this but I dont remember in which forum. But if I recall correctly a recent poster found out that it is completely voluntary (although they want you to think its mandatory) and you can opt out on the spot by saying you're not interested in volunteering for their study.

first read this PDF on why/how the program was established.

as you get to top of page 6, it says they do not need to participate in the program testing.

If you are concerned, print out the page , high light the part and hand it to the officer if he gives you problem. record it on video if you have to.
