D Damage Joined 14 December 2003 Messages 85 7 February 2004 #1 So..I'm checking out this car with Carfax and it shows that title to the car was issued 4 times, but the owner claims to be the sole owner. What constitutes a title issuance? Does it only happen when there's a change of ownership?

Click to expand... A new title is also issued when the owner has a change of address (or change of name, usually for women due to changes in marital status). There are also changes of ownership such as a lease expiration, that don't necessarily mean that the car falls into different hands.
