Power Window Problem

I replaced the control box (in the drivers door), master window switch, fuses, relays, and finally the driver side motor...to no avail. The windows still do not operate. I show a minimum of 11.86 volts at both driver and passenger window motor connections but the motors do not work. If I connect a 12v charger to these connectors the motor (at least the passenger side) works. When everything is connected the control box buzzes when I use the master switch (drivers side) but the window does not work. I show good ground on every circuit as per the testing sequence shown in the shop manual.

HELP!!!! Anyone have this problem before?? It's as if there is no power (amps??) behind the voltage.
 
Follow the tests shown below (extract from the manual) & the diagnostic suggestion associated if the desired result is not valid.

Rather than using a battery charger, I would suggest to connect a wire to the battery voltage spade terminal on fuse panel located by the drivers side kick panel - that is a quite convenient close location.
