Please help identify these brackets

Hi All. Found these brackets in the trunk and not sure where they go. They are OEM bits, but no part #'s to search. Thanks in advance!

Look like they go on the front fenders between the front fender and bumper xover

They go on the front bumper and sits under each headlight for a 91-01. Part number is 71167-SL0-000 and is about $45 each new
