on the newer models, from about 95or97-03, the side skirts appear flatter than the older years. is this lack of curvature in the skirt only? or in the skirt and bottom of the door?

According to the 1991-1998 parts repair catalog, this piece (labeled the "rocker garnish") is the same for all years ('91-98).
It is flatter in the '02-03 redesign, though. And it's possible you were looking at an earlier car that had the '02-03 parts retrofitted, or aftermarket parts.
I believe it was only the rocker garnish that changed in '02, and not the doors.
