What year did the nsx blocks come with the stronger sleeves and is anyone selling one.

I believe it was 1997 - 2002 when they used Fiber Reinforced Metal (FRM). 1991 - 1996 have cast iron sleeves.

What exactly are you trying to do? For many applications (IMHO) you may be better off with an earlier block.

Im trying to get 550hp to the wheels i currently have 420 rwhp but im thinking of either sending the block to darton to get sleeved or buying a newer block with stronger sleeves since its a 3.2 it has bigger pistons so i could make more power.

Then you DO NOT want the 3.2 block. Send your 3.0 block to Darton and have them sleeve it. Also, have them use the largest bore they think will work with their sleeves. Get JE to build you a set of pistons for that bore size.
