No title = no way to prove your ownership. Sounds like a scam to me. You give the seller your money and get the car until he shows up with the police and his title claiming theft. Run, don't walk, away from this.

Probably the registration is expired, or about to expire, and now would be a good time to find a sucker willing to buy a car that he'll never be able to register. I wonder how you go about proving that you legitimately purchased a car, that can't convey proof of ownership. Maybe he lost the title or pink slip. If he is really the owner, DMV will have a record of it. I have lost a pink slip before for one of my cars. All I did was fill out a duplicate title form and went to the DMV. They mailed me a new pink slip.

You can also do a transfer without a pink slip, but the DMV forms used are complicated and everything needs to be notarized by the seller.

If I were the seller I would get a new pink slip.

I'm not sure I understand. The annual registration has nothing to do with the permanent title. You can sell an expired car by removing the plates, but you need a title to transfer ownership. At least that's my understanding.
 
Soichiro is right, registration is only needed to get a car on the road.

This auction is sad, the seller can't even spell.

hmmm... Yea, I was trying to differentiate between the local/state registration from the ownership-title (ie. 'pink-slip'). Def' not kosher at all- so to speak, by the sound of it.

No... it probably means that he is not able to get a title, and probably neither can you.

Using a backhoe, I buried my uncle's old Datsun back of my barn because it was left here after he died, and the family could not come up with a title. A junk yard would not even take it without a title.

Check with your local DMV, but I think no title means he has a non-sellable car.

This is true. If a junkyard would take a car without a title there would be a lot more auto theft. My grandfather owned a junkyard many years ago and complained about all the paperwork he had to do just to scrap one car. There are a few cars buried with a backhoe where the junkyard used to be.

My guess is that the NSX without a title was a salvage vehicle that was deemed EXPORT only. Which means that the vehicle can NEVER be titled in the United States again. However it would be a great deal for 13k and then part the car out. I am sure there would be more than 13k in parts in the car. Another option would be to buy the car and drive it on dealer plates. This does not require a title, but there would be only liability insurance on the car. If the car was crashed 13K gone. I personally would not buy the car without an attorney involved in the transaction and a lot of notarized paperwork verifying the sale.
 
i'm not even sure if it would be legal to own the car. A title is proof of ownership. What if you bought it, parked it in your driveway.. and someone questioned your ownership, or showed up with a title to the car and claimed you stole it. At the very least you'd be in for a horrible legal battle. I hate to think of what the worst would be.
 
I wonder if a shop could place a mechanics lean on it and then apply for a new title, assuming that it was not branded EXPORT?
 
I think you can get it titled. But it takes time and $.

I bought a car from California with a "paperless title", All I had was a Bill of Sale and a Notarized Transfer of Ownership from the CA DMV. When I went to have it titled in my name the Texas DMV would not do a normal title transfer with out the physical title. They would however issue a special title, I think it was a bonded title. Basically, they would take, I think $2K, and run a VIN check, if the car has not been reported stolen, It's yours.

The catch is, if the original title shows up, and someone claims it, you have to go to court to keep it. Possession is 9/10ths of the law and since you've gone through the proper legal channels, and hold a legal title, the burden of proof is on them.
