Yes, as I understand it the term balance refers in part to the behaviour of the car at the limits of adhesion. For example whether the front tires lose grip before the rear (understeer) or the rear before the front (oversteer).With regular street driving we are usually well below these limits, (unless the roads are wet/slippery) so the change in front/rear weight bias may not be noticed.To keep perspective the 40lbs or so we are discussing pales in comparison with adding a couple of 200lb passengers and a trunk full of luggage in a 4 place sedan.
