I believe they are just weighted spinners, so that the weight keeps them from rotating w/ the rest of the rim. Kinda dumb if you ask me, and also not original. They have similar things on hubcaps that you can use in parades and what not that display a sign.




please note that after 10 min of searching for a pic of the non-spinning hubcaps, i can't find one, so you'll just have to take my work for it.
