You don't need any replacement panels. Just adjust it (there are bolts/nuts between the bumper cover and fender). Would take about 30 minutes.

The car is supposed to be accident free/paint free. Do you think something might have happened to it before?

Maybe or maybe not... not a big deal anyways. Doesnt look terrible and the color match is perfect from what I can see.
 
hmmm... I recently did some orthopedics training and rule number one was:

"...compare the affected part/side to the unaffected part/side".

I agree w/ Beckertb/Ben, it's just in need of a simple adjustment. :cool:

No. I've seen this on cars that are known to be accident-free. Not a concern.
