I don't know of any simple springs that would get you that low. I also imagine you'd have severe wheel travel issues at a height that low, especially if you did hard driving.
For $1500, you can get the Tein RA's, which should have stiff enough springs to keep the suspension from bottoming out, I'd think. At least during normal driving. It may even be worthwhile to check out the Tein RE's which have an adjustable-length shock body, and would probably do even more to ensure optimum suspension travel at such a low ride height. Also, on my Ground Control + Koni setup, it only takes maybe 15 minutes to make a ride height adjustment change, so if I just HAD to go somewhere I needed more clearance, I can do it without too much trouble.
On the subject of GC + Koni versus Tein... Teins are so cheap now, I just don't see any reason to get the Ground Controls.
