Lower front grill damage

I hit some debris that fell off the back of a truck and it cracked a hole in the lower mesh grill. No other damage. I was wondering if any of the techs reading this could tell me if the entire front bumper has to be removed to replace the part or can it be replaced by removing the wheel arch liner. I have the new part in hand.
