I'm not sure how much research they did on that article, but at least two of those were/are available in the United States. Maybe they mean RHD variants.

They only made RHD Type R's there is no such thing as a LHD R model. The Zanardi was a Type S variant for the US market

I think California shouldn't be too big of an issue. Just gotta pay more, like $10K+ more to get it EPA/Carb approved. I've been seeing people do this with the R32 and other imports.

Can't import now. The first NSX-Rs were Dec 1992s so you'd have to wait until at least Dec 2017, and while their prices were under $100K a couple years ago, good luck now.
