Led third brake light stays on

I got my car used a few months ago and have noticed something strange compared to my friends nsx. My LED stock 3rd brake light stays illuminated with my parking / headlights at a dim setting and illuminates bright when the brake pedal is engaged. Is this a normal thing?. I upgraded my spoiler to a cf w/ led and it still does the same. My guess is actually the wiring. Somehow, the 3rd brake light might be spliced with the parking lights as a ground.
 
Looking at the 1995 ETM manual, I didn't notice any intervening electronic modules as a potential source of the problem.

Two possible causes to start with:
1. A short in one of the brake light bulbs between the tail light & brake light filaments. With the parking lights on, remove brake light bulbs one at a time and see if the problem goes away.
2. A wiring short. I don't know off-hand where all the possible places are for a short to occur. Start by measuring the voltage at the 3rd brake light with the parking lights on. Let me know what you find and I'll look at the wiring diagram for clues.
