Where and How can I obtain some kind of laptop insurance? What's a good company that offers coverage not only here in the US, but also in China where my brother will be headed for business?

I've no experience with this as far as specific companies but a few things that you should definitely check:
1. Do they cover full replacement cost? Meaning if they depreciate the value you're not able to go out and buy a replacement.
1a. What do they do when your model is no longer available? Who determines the comparable unit? Original price?
2. Do they cover things like confiscation by government officials?
3. What form of proof of loss is required?
You should note that *nobody* is going to cover loss of data, lost revenue/income, etc. unless by special arrangement with someone like Lloyds.
One company - just as a starting point - is safeware.

Alot of home owners policies cover laptops. Call your agent and ask them.
