I hate HOA's. I had the same problem I just talked to the landscape guys that did our neighborhood and gave them $20 whenever they came out to take care of the development. It worked out great. But when I moved out my landlord told me that a raked in a total of $1800 in fines!!!

Tough to say, I have used to large companies and you get what you pay for. Is this Jeff N? Call me up and I will help you figure this out.
