I can't speak directly to the NSX as I have never removed a lock cylinder on my car; however, based upon my experience with other cars that plastic bezel would be part of the lock cylinder. A trip to your local Acura parts counter should provide confirmation.
The plastic/rubber bezel around the edge just pops off easily by hand. Depending on how deteriorated it is though you risk cracking it by doing this.
As far as I know, you cannot buy it by itself, I tried to find it in the parts diagrams and it only comes with the lock cylinder. Kind of annoying. The cylinders are actually fairly affordable at ~$55 each ($33 from Japan) though, so if you really need new rubber trim you can just buy the whole cylinder.
