Just put on used JDM tailights but getting a leak out of the center light

[S2G-Unit]

I have new gaskets on my left and right lights and my old USDM lights did not leak. I know the center light does not have any foam gasket.
What is causing my leak out of the center tail light? Do I need the gaskets to go around the bolts?

Or should i reseal the center light with silicone?
