"incident" at Pacific Raceways involving electrical contractor

Not sure if this was a re-post, but Komo news reported last night at eleven that apparently one of the electrical contractors whom was working on the grand stands- decided to have a few beers yesterday then go out and race his utility van (ladder on the top and all) the wrong way around the track along with his dog at Pacific Raceways in Kent, WA.

He apparently crashed, what appeared to me from the brief video they showed to be into the wall at Turn 8.

Injuries were apparently sustained and the contractor was taken to an area hospital while the debris was cleared up.

How was the dog??

??? how can the county or state press charges against someone drinking and driving on private property?.......I can see that the track owners may want to press charges...but I don't see how the state or county would have any juristiction.
