I'm looking at importing a 91 from the US. I read that if the car is older than 15 years, then it is exempt from RIV. What exactly does this mean when it is exempt? Which processes of importing are not required?

You don't have to go thru the RIV crap. You may still need to fax the clear title to the border as you are exporting it out of the USA. You will not require the recall letter. You don't have to do all the paper work at the border for RIV or pay the fee. Also no duty because of it being over 15 years old. You will need to get daytime running lights with your provincial inspection as all vehicles in Canada from 1990 on require them.
Thanks. That makes it much clearer. Will I require the english/french SRS sunvisors and the child restraints or is that considered part of the RIV only?

All that crap is RIV - but nobody does it, even for RIV cars - I told the pimply kid @ CDN Tire that the child restraint clip was hidden by the map pocket "wanna reach your hand in there, you can feel it" - of course he didn't.
I also haven't put the sticker on my door sill - I have in it in the glovebox.
No police stop would ever check for it - they don't have anything to do with importation! (I checked)
