Depends on the geometry of the part and what you equipment you have available. A wet lay-up with cloth and 2-part epoxy is simple, but really messy and somewhat frustrating. If you can vacuum bag it to a mold or platen you'll see a large improvement in both appearance and strength. Heat-shrink tape can be used if geometry permits. Pre-preg gives the best results for flat or rolled surfaces but requires an autoclave to cure.
