Yup. Grand Prix White didn't have clear coat, at least not in the 1991-1995 model years.

That information is from the Mitchell Estimating Guide. Interestingly enough in the Motors Estimating Guide it says all colors are base/clear except R77 and NH547 being single stage colors.

A lot of what is in those "guides" is correct. A lot.
