I'm a member of NSXCA, BMWCCA, and NASA.

There is a reason why you are required to join the clubs in order to participate in their events. Most of these organizations are non-profit organizations and are tax-exempt under section 501(c)(7) of the Internal Revenue Service tax code. The tax exemption keeps the costs down, compared to for-profit organizations that run track events. In fact, even including the membership dues (once a year), you usually pay less for the event from a non-profit club than you do with a for-profit group.

This section of the tax code applies to membership organizations. In order to keep the 501(c)(7) status and the tax exemption, it's a requirement that no more than 15 percent of the event revenue of the organization comes from non-members. The membership requirement is maintained in order to meet this requirement.

You can read more about this on the IRS website here.
