The headlights on the 02 are anything but 'flush'! They stick up about 3" and look light a friggin' Celica from the side... Just my opinion of course, but they are NOT flush at all... Anyway, you can convert as a few here have already done... It's quite expensive as you will also need a new hood and front bumper. I'm sure the 'forums nazi' will see this thread soon enough and link you to the threads where you'll find all the information you need for your conversion. You could also try using the search feature. Try key words like headlights or conversion. Good luck.
Actually, he might be looking for a flush-mounted aftermarket light kit that replaces the factory pop-ups with a bucket and lexan cover.
If that's the case, I would recommend checking out Science of Speed. They have a

Soichiro, you seem to be crabby lately, everything ok?
You have two options:
1. use an aftermarket fixed headlight set, as the the one offered by ScienceofSpeed (see above).
2. buy 2002 conversion parts for front end, including hood, bumper, lights, HID system, and various brackets. (spend about $6500). Modification required to existing frame around light buckets. Do a search on this if interested, it has been discussed to death.
Unfortunately, Marga Hills and HKS no longer offer fixed headlight kits.
