Will the Hoosier DOT radial 245x35x18 fit up front?

No. It will rub on the fender wells, and will almost certainly be a problem for your TCS.

Most folks getting larger wheels are using 215/40-17 in front.

I think Wei-Shen uses this size Hoosier up front. (With a fender liner)
Peter Cunningham definitely uses this size up front in a Toyo. (Without a fender liner)

Both are very low profile.
 
This size will work, however (using the RealTime car as an example), you'll need to modify your fender well. You will need to loose your fender liner, remove the A/C condensor plastic vents, flatten the inner aluminum fender structure, roll the inner fender ridge, run a very stiff suspension, and most importantly, use the right size & offset wheel.

Has any one ever asked Peter why such a dramatic fitment on the front?
Is it to combat understeer, is it because bigger tires have faster lap times, etc.?

My guess is that they are carrying such a mandatory weight penalty anyway they might as well put the heavier tires/wheels on and get whatever increment they can.
