HID Ballast Problem

I'm having a problem with a Hella ballast for a 9006 HID headlamp setup.

I need some test information from a known good ballast.
PLEASE DO NOT TEST A BALLAST CONNECTED TO POWER.
Completely disconnect the ballast.

When disconnected, testing from the female plug (power input) with a digital voltmeter, should there be or is there continuity to either of the leads that go to the HID bulb?
I get none on either output lead.
I found that one side of the female pin is a short to the body of the ballast.
Is this how a good ballast tests out?

Just a thought but why dont you test your working one?

I had a pair.
One didn't work, it was faulty. Vendor asked me to return both and sent a different pair. Now neither work.
Bulbs are good and have continiuty in all wire harnesses.
I have power to the ballasts.
Have checked power polarity and switched it with the jumper in the kit. No go.
It would be helpful if I could get the information requested in my original post. If there is supposed to be continuity through the ballast then I would know mine are defective. I can't see how one of the input leads would be short to the ballast case. That's why I posted the question and would appreciate if someone could test theirs and let me know. If someone has a understanding of the internal circuitry of the Hella Ballasts that would be fine too.
 
FYI

I called Hella Tech. and they informed me that the ballasts are supposed have continuity from the power input to the outputs to the HID bulbs.
Outside of MiamiNSX I got no responses but many views so I thought this info might be good to be shared.

The defective ballasts are Hella brand and I got the answers I needed from their customer support. Very nice and helpful people.
Any company can have a defect now and then Hella probably has among the least. Things break, that's why I'm in the business of fixing. :D
