Help with sound from center console please!

Last week a strange sound started emitting from my center consol. It seems there is a sound similar to that of a small fan "clicking" on some plastic part. I turned off the A/C / heater system and it continues. I took out the ashtray and it seems to be coming from behind or right above the ashtray.
It come on when the car is started and wurrrrs/clickkkkks all the time. Not loud, but noticeable at idle or when the radio is off.


Any ideas guys?

Common problem.
