I developed an odd steering problem when I spend a prolonged amount of time on hills where my suspension undergoes compression.

In a nutshell, when I've been driving or have parked my car on a steep incline/decline, my steering begins to "creak" when turning the wheel after a while. The steering wheel also feels obstructed in some manner when the creaking is present. After several hours of not driving the car and leaving it on level surfaces, the creaking goes away and the car is normal again.
At first, I thought the sounds I was hearing was due to rubbing and that my shocks needed to be replaced. Having replaced my shocks, I continue to have the same issues! This time, I've taken extra care to insure that indeed there was no rubbing when the creaking occurred. In fact, the car is at the exact same height before and after the symptoms.
My mechanic inspected the suspension and didn't see anything wrong with it at the time. Did he miss something?
Is there something else that could cause the steering to act funny like this? At this point, I am stumped, and so is just about everyone I've spoken to (including the mechanic) as to what could be wrong.
