Toluene is an oxygen booster that works within the fuel when properly mixed. I don't know about octane increases but one thing I can tell you is that when it is used @ the right ratio's it does increase horse power. I used the stuff in go-kart motors t for a season and was able to get it by tech inspections and a fuel meter. If to much is mixed within the fuel (go-kart) you will smell a different exhaust than normal and for the guy whom really wanted to power up before meltdown, anyone that was following may get an eye burn. You could run a 2 stoke hotter than normal because you can tune a carb while racing by adjustment of the low or high jetting, or (tuning) while at speed. Personally, I wouldn't use it, save it for stripping paint, its just not worth the chance.
