They look compatible @95% ...

They are not bolt-on compatible. You will have to replace the entire front end, or do some fabrication.

They look like they match cosmetically from those photos. Is it the brackets underneath that are the problem? If so, does anyone have a mounting kit for placing the new style lower bumper on an older model NSX? I'm asking because I need to replace my lower bumper (not the chin guard), and prefer the look of the newer one.

No, they don't.

Check out the angle on the sides of the center air opening in each upper nose piece. On the '02-03, the sides are at a diagonal angle. On the '91-01, the sides are basically full vertical.
