Flickering HID when braking

Been having this strange issue lately. When I idle at a stoplight at night with my HIDs on, my HIDs would flicker when I touch the brake. It's just the initial tap of the brake that causes the lights to flicker, holding it the lights are fine.

So, I would assume maybe the initial draw of the current to light up the brake lights would cause the HIDs to flicker.

Now, just yesterday, I was in a parking lot, just finished parking, engine still on, HIDs on, rolling up the windows and my battery light in the car started to flicker as well as the HIDs flickering. At this point, I'm thinking, the alternator might be shot. This morning, I checked my battery terminals, cleaned and re-tightened. Battery voltage (using the car dash volt meter) reads 12.xx when the engine is off. 14.xx when the engine is on. This looks normal. Any other suggestions?

I have no aftermarket stereo. I do have a Zenesis alarm.
 
Some more observations after a drive. The volt meter in the car reads barely over 14, sometimes lower. My idle is a bit rough and the RPMs fluctuate. As the RPMs fluctuate, the volt meter fluctuates as well between 13.xx and 14.xx, but barely over 14.
 
I would assume a weak battery or poor (loose/dirty) connections to it. In either situation the gauge would show decent voltage at lower current...but struggle with higher current draw. The wandering volt meter is another hint at the same. I suppose the alternator could also fail in a non-binary (partial) way...but I find the simpler and cheaper explanation (battery or connections in this case) to be the guilty party more often than not.

Double check the terminals for corrosion, clean if necessary, replace battery if that doesn't do it. I highly recommend an anti-corrosion treatment for the battery terminals/connectors once clean (like this, which I normally get at Walmart). In today's world with stuff like that no terminal should be corroded/messy.

I have a relay harness in the HID kit right now. It is possible the ballast is acting up. First, I'm going to my mechanic to check the fluctuating idle.
