Driver's headlight out of alignment and vibrates

The driver's headlight on my '94 seems to be aligned way up into the sky and visibly vibrates around at idle.

I'm certain something is cracked or broken, any ideas? Is this common?

No, it's not common, and it's not normal.

The headlight bulb is held inside the headlight unit with a spring clip, and there is a sealed cap behind it. The headlight unit is mounted to the bracket on the car with a bunch of bolts. All of this hardware should be solid and secure.

The headlight unit assembly is shown in the service manual along with instructions for its removal.
