Driver-side turn signal

1) Can any primer tell me what holds the front turn signal in it's slot in the front spoiler? (Bolts,screws, clips, etc.)?

2) How can I access that area? My mechanic used a plastic locking tie wrap. It didn't secure the turn signal. I had a sneaking suspicion that was wrong but I didn't say anything.
