Does anyone live in an area where they tar and chip the roads?

I want to kill my township. They tar and chip the road I live on every year. If anyone has never driven on a road that had just been tar and chipped, it is a death sentence for your vehicle. You can't even begin to imagine the sound of thousands of sharp tiny rocks hitting the paint. Also, my windsheild got chipped by an on-coming vehicle (not my NSX). It is bad to the point where I can't drive any of my good vehicles for at least 3 months until all the loose stones are swept of the road. Does anyone how to begin the process to petition against this type of activity??

I think the city has to pay for damage caused by this. In our city, if you drive over freshly painted lines, or hit a raised manhole cover (when they are getting ready to repave they often do this) you can file a claim for damage.
