Hi Dyno,I recently put in the Dali-chip and had dynoed the car after that. I think the real difference is when you have added H&E to the car. Difference is not much but at times I like the using the higher revs.I'm can tell anything about being smog legal. First, where I live the rules are different put I don't think you will have any problem there. Isn't smog measured at relatively low revs (like 0-3500 rpm). The Dali-chip will not do much there I think but this is just a guess.
