Cruise Control

I'm having problems with my Cruise Control, it's a 1996 NSX, I set the master switch on, and press on the Set button, it works every time, but only the first time set it, when I brake or turn it off, and try to set it again, it never works! I have to turn off the engine of the car to have the whole thing reset. Does anyone know about this problem? If so, please help! Another question I have is, does anyone know if my 1996 NSX have the Radio Lockout if I remove the battery and reinstall a new one?
