System: AMD athlon 2000, Windows XP, 256 meg ram
Problem:

Computer will not shut down by selecting "start>shutdown". It goes through all the motions, ie saving settings, turning black and white, shutting image to monitor, etc....but right when it shuts down (all fans stop, hard drive stops, etc) it starts back up. Basically it acts like i wanted it to restart instead of shut down. I can turn it off by holding power button for 5 seconds.

I had the same problem with Windows 2000 a few months back. It made me hate Micro$oft more than ever. Windows is set to automatically reboot when there is a system failure during shutdown. I had to go to My Computer->Properties->Advanced->Startup and Recovery and uncheck "Automatically reboot". I imagine XP has a similar setting.

The better solution is to reformat and install Linux, and be done with all of the Windows viruses, spyware, and crashes.
 
Agreed whole-heartedly! I've been running Gentoo Linux for my home PC for about 3 years now .. and it's been much more stable than any Windoze PC-s I have ... :-)

On your problem, .. is the system patched properly ?? If not, check for service packs and critical patches that need to be installed on your machine.

I tried the first suggestion...did not work.

Previously I looked on MS website for patches and problem like the one i listed but couldnt find a service pack that that fit the problem. I just recently installed Service pack 2...that did not help.

go to ace utilities (use google) download it then run the wizard (you get a free 30 day trial period).
