Would this work if you had short gears and 4.23 ring and pinion? Or is it simply for stock usa gearing?

I have short gears and 4.55 that I used it with, and I feel like it may even feel better with the short gearing then with the stock US gearing because the ECU performance increase is felt most in VTEC range...and obviously with the short gearing you stay in VTEC most of the time when shifting at high rpm. Not to say that the performance increase felt with the stock US gearing not noticeable, which it IMO is very noticeable too.
