This may be far fetched, and is probably unlikely, but you can take it for what it’s worth. The whistling noise may indicate a leak path.
I remember about 10-years ago somebody patented an air filter with a small orifice in it. Over time, as the filter got dirtier, more air would take the path of least resistance, which is the orifice.
The orifice was sized so that it would whistle as air passed through it. As more air went through the orifice, the whistle would go from inaudible when the filter was new and clean, to fairly loud when the filter needed to be changed.
