Yes. They changed the registration so the track event is open to all cars, and no longer limited to the ITR.

EDIT: Someone tried signing up to drive in a non-ITR, and had this comment about the way the registration website works: "Nevermind, I was able to get the cursor into the fields by using the Tab key. Clicking on it did not work."

It appears that this event is being changed so that the track time is on Saturday, July 24 only, and the registration fee is being reduced.
