I've read some negative info about these as far as quality and customer service from some of the supra guys. What kinda use will the car see, track, street, both?

These D2 coilover were once advertised developed and produced in UK. Depends on where and what magazine you read it from.
It actually a product of Taiwan or even China. In some asian countries, they provide 1-2 years warranty, and the shop I went to in HK, they actually will install a new one for me if there’s anything wrong. I passed since my car is in the US.
Unless you had some first person feedback or evaluation, I would still see it as a Taiwan/Chinese product, which is, quality could be good, but you should expect ½ to 1/3 (Price wise) of a comparable products from Japan/Europe/USA…
