KennyThe ECU has a enough info programmed in to run the engine but that info is not perfect so as you drive the ECU also stores adjustments to the basic operating info. The adjustments are needed to get the best possible air/fuel ratio as measured by the O2 sensors. In your case with messing around trying to pass the emission test some bad adjustment data was stored in memory which was cleared with pulling the power that holds that memory.
