CEL light - How do you count 'ZERO' blinks

i'm a little confused about the CEL code for MIL-0

once in a while on very cold days, after the cold start my CEL has come on, a little rich smelling, i shut it down for a few minutes, then start it up, and it always goes away, this only happend like twice since ive owned the car.
my question is, each time i've checked the CEL code, it doesnt blink at all.

does this mean that it was an erroneous code? i thought that it would still be stored and whatnot, anyhow i'm just curious as to why my CEL may come on, but go away upon next restart, and i cannot get any CEL blinks when i jumper the car into CEL mode. any ideas guys? i was thinking maybe 02 heater failure maybe but since the CEL codes dont seem to blink im a little confused.

then i looked on the CEL code table and it has entries for MIL-0, does that mean zero blinks?
this might be silly question but i want to know what you guys think

thanks guys

ok just re-did the Engine Code test.
looks like i'm part of the ABS/TCS light club.

When the ignition is turned to the on position (but the car is not started)
i basically see the ABS/TCS (not the green one) permanently lit.
Once i start the car they go away. Today after i started the car the CEL came on so i decided to do the Engine Code test. Here is what i got
<a href = "http://www.khappucino.com/enginecodes.wmv">Engine Code video goodness</a>

so correct me if im wrong but im seeing a 7-1 ABS code for FR solenoid issue,
and a TCS that is high for 2 seconds after initial ignition position move, drops out for 0.5 seconds then stays high afterwards. I'm not really sure what to make of the TCS bit. Notice the Check Engine Light (after initial ignition position move) just stays on, this is the root of my original question. any tips guys? thanks ahead of time
p.s i think my battery might be weak, hopefully that might be the reason behind the TCS code
