CEL code 41-is this emissions related?

OK - stupid question, but I'll risk the flames. I have a '95 that is presently suffering a check engine light code 41, or Front HO2S Heater. Is this considered part of the emmission system that would be covered under the extended warranty for the '95? In other words, does TSB98-031 cover this?
In reading the FAQ I could not determine if this may be covered:

I'm planning on having the 60K service done shortly at my dealer and would appreciate any input on this.

I beleive you will be covered:), if your mileage is under 75K miles.

FYI, if it's not covered for whatever reason, you can use an OBD-1 4-wire O2 sensor from any Honda/Acura model out there, since your X is a 95 (same plug). The OBD-1 primary O2 sensor will be the one with 4 wires.... a green, white, and 2 black wires.
 
This heater element in the sensor is only used when warming up (a cold O2 sensor does not give any signal) the engine.
You can also buy a resistor and connect it to the wires, see service manuel test procedure O2 sensor for correct resistor value.

If you do this your car will fail emission test when warming up, with the engine at temperature everything OK:D (Enviremental tests are always dony when engine hot....)

This can save you an expensive O2 sensor (only a resistor of 1 dollar needed:D :D :D )
