Caster Adjustment?

I know it can be adjusted, but the manual is a little vague. It states: "loosen then nut with the washer and the other nut holding the pivot in place, then just rotate the washer". The problem is I don't see a really good way of "just rotating the washer". Is there an SST? (I didn't see one specified)

If not, how's that done (in hopefully a little more detail :) )?


Edit: I thought search was going to PWN me for a second, but these threads still do not cover how one gets the pivot to move. Just wiggle it by hand?

The hole isn't hex shaped, but I just stuck one in there and tapped it with a hammer. The cam would turn, but the actual measurement never changed so something is seized in there. Oh well. I'll start the usual PB Blaster regimen and see if it comes loose eventually. It's still a little off, it's just not $1800 off (cost of replacing the compliance assys).
