California SMOG Question Need Help

I have a 95 NSX Comptech (Hi-Boost) (59K miles on car), and just passed the California smog test with 0 points to spare in the HC (PPM) section. All else is o.k. I was told it was the sparks plugs and am wondering if there is anything else that may be the culprit.

A side note is that two years ago the exact same 0 points to spare in the HC section took place.

Could be a few things. If the car's not misfiring it's probably not the spark plugs. Maybe the O2 sensors weren't hot enough?
