Bulb/light behind tail light reflector

I thought about it. But the lamp would need to be in the center which is blocked by a wide piece of the body structure holdin the trunk latch. No way to get a bulb socket in the space. Carefully remove the trunk liner and you will see what I mean.

I saw a car (not an nsx) that had strobe lights for the hazards and it looked cool ... so naturally I thought maybe I could put the strobes in the back of the reflector ... but I guess no dice.
 
The car I saw it on had it on when it was off to the side of the road ... like it was waiting for someone. He had the strobes on instead of the hazards. Is that not legal?
 
Let me rephrase ... the car that had the strobes had them flashing when he was off to the side of the road ... like he was waiting for someone. I assumed he had them on as hazards. Is that not legal?
