Broken seat belt tensioner

I'm rebuilding a salvaged NSX. After almost 3 years of work, I was actually able to drive the car around the block last week. Yesssss!

At some point in the process, the passenger side seat belt tensioner went wonky, so that it will only retract the belt but not allow the belt to be pulled out. This unit was working when I took possession of the car, so I know the thing was not destroyed in the crash.

Any recommendations?

There is a pendulum in the re-tractor, take a look at it.

You should be able to get to it from the rear interior quarter panel. If not, you'll have to drop the headliner to get to the upper quarter.
 
What year is your car? If it's 93+ and the front airbags went off then it's most likely ruined. Even if nobody was in the seat at the time of the accident the tensioner will still fire and lock the seat belt. So if you tugged on the belt and it moved a little bit when you first got the car then you could be under false pretense that it was good. Unless you sat properly in the seat and belted yourself in then consider it wrecked.
