My Blox throttle body which installed causes the revs to bounce, and does it slowly.
When idling, start the car up the revs will go up and back down again over and over again.
this was with a exposed throttle body ie. no filter, however it has done this previously with filter installed and... it was fine when new.
If you place a filter over the throttle body to restrict airflow and apply pressure it will idle normally.
After a while of running it will settle and idle normally.
I did notice the tps was loose, these are adjustable on Blox. although that looks like the culprit doesn't explain why when placing something over the throttle body the revs stable.
If you apply any throttle the revs bounce but do it very quickly.
this is a DBW throttle body and not cable.
